Experimenting With Public Engagement Platforms in Local Government
Citizen consultation and participation in decision making at the local level has a long history in the U.S., rooted in traditions such as the New England town meeting. In recent years, however, new digital platforms have emerged to facilitate online town hall meetings or to gather collective input on policy issues in new ways. Who are the governments experimenting with these participatory innovations? We explore this question using US national survey data that examines use of these platforms, goals and activities for civic engagement, and practices for local innovation.
Exploitative Revenues, Law Enforcement, and the Quality of Government Service
One aspect of recent criticism of police departments has been centered on the aggressive imposition and collection of fees, fines, and civilly forfeited assets. The Department of Justice’s (DOJ) investigation of the Ferguson, Missouri police department, for example, revealed that a key driver of the behavior of the Ferguson police was the desire to generate municipal revenue by issuing traffic tickets and imposing fees. More broadly, a growing body of evidence indicates that local police departments are being used to provide revenue for municipalities by imposing and collecting fees, fines, and asset forfeitures.
Capitalizing on Collapse
A well-documented consequence of the recent foreclosure crisis was a pronounced dislocation in the single-family home market. Large institutional buyers backed with Wall Street capital emerged to capitalize on this dislocation. These firms acquired hundreds of thousands of single-family homes to create a pool of institutionally-owned single-family rentals (SFRs) in markets across the U.S. Existing research highlights both positive and negative effects of this investor activity. Analyses suggest that home purchases and subsequent investments by these actors have reduced vacancies and aided recovery from the housing bust, however, studies also show associations between institutional investment in SFRs and increases in home prices and evictions.
Gangnam Style – A Symbol of Fast Urban Growth and Deep Inequality
In 2012, South Korean singer Psy’s Gangnam Style became a global sensation, earning three billion views on YouTube. In several interviews, Psy mentioned that the theme of the song was intended to satirize the extravagant and speculative culture of the place (Jung and Li 2014). With his motto to “dance cheesy, dress classy,” the music video showed Gangnam’s trendy and luxurious lifestyle, as well as the high-rise properties of the wealthy. Indeed, Gangnam has become an emblematic and successful example of Korea’s compressed economic development. At the same time, it also began to symbolize deepening urban segregation, as Gangnam is concentrated with the super-middle class with socio-economic, and even political, superiority in South Korea.
The City in International Political Conflict
In this time of increased hostility and competition among groups defined by ethnic, religious, and nationalistic identity, I contribute to our understanding of fractured cities and nations in my UAR article, “National Policy Agendas Encounter the City: Complexities of Political-Spatial Implementation”. In examining two urban areas of enduring and deep inter-group violence, I reveal the contentious relationship that exists between the national political realm of policy agenda setting and the urban realm of implementation. I focus on the city and its role in perpetuating or attenuating inter-group conflict. I concentrate on how urban dynamics are both shaped by national political goals and capable of disrupting the implementation of these national programmes.
Intermunicipal Cooperation in Metropolitan Regions in Brazil and Mexico
Metropolises, not states, are the ones capable of saving the world from its most pernicious problems. This common theme is frequently present in the rhetoric of multi-national organizations echoed in newspapers’ headlines. Clearly, cities and metropolitan regions have advantages over other levels of governments in terms of their proximity and policy tools to face problems such as water shortage, waste management, human security, housing, urban mobility, among others. For most countries, especially in the developing world, these topics present formidable challenges into reaching sustainable models of livelihood due to the lack of intermunicipal cooperation. The real question is whether metropolitan regions are actually capable of cooperating to address these and other problems independent to the surrounding institutional context.
Governing Without Government
In 2018, the City of Detroit kicked off fundraising for the Strategic Neighborhood Fund, an effort to attract private funds to support infrastructure improvements in city neighborhoods. This initiative came five years after Detroit went through the largest municipal bankruptcy in U.S. history. Based on major media accounts, this bankruptcy was a rousing success, ushering in the rebirth of a great American city. As a feature article in National Geographic put it: “Tough, real, and cheap, Detroit, with the nation’s largest municipal bankruptcy behind it, is suddenly attractive to investors, innovators, and would-be fixers, especially young adventurers.” The credit ratings agencies seemed to agree; by February 2019 the city’s bond rating had made considerable progress towards regaining investment grade status.
Women in Spanish Municipal Councils and Budgetary Policies
The public sphere is a sector in which women have been scarce in elected political positions until very recent times. There are global and country-specific factors explaining the difficulties women face in trying to attain political office: cultural norms, gender roles, party practices, lack of financial support, and a traditionally masculine work environment. Analyzing 174 countries, the average proportion of women in parliaments nearly doubled between 1995 and 2015. In many cases, gender quota systems were applied to increase the participation of women in political chambers.
Roles and Motivations of Planning Professionals Who Promote Public Participation in Urban Planning Practice
Public participation in urban planning is a contested issue in China. Despite the official rhetoric of a harmonious society and changes in the legal framework that formalize the involvement of citizens in planning processes, many hold that the current practice is highly symbolic and aimed at placating the population rather than at empowering it. External forcing of the current system by environmental threats, social change and technological innovation may be more pertinent than the desire to change the system from within. However, this might overlook the role of the professionals. We expect our study to contribute to the international debates on the management of urban affairs in general and on public participation in urban planning in particular by exploring these in an authoritarian context.
Fear of the Unknown
A study conducted by park and recreation researchers at the universities of Arizona, Utah, North Carolina State and Clemson on the effects of neighborhood stigma on greenway use recently found that when greenways are located in neighborhoods occupied by residents of color, stigma may lead to avoidance, discrimination, and exclusion.
Ethno-Racial Appeals and the Production of Political Capital
Donald Trump’s election has renewed our attention to the use of racial appeals in electoral campaigning. Among other things, Trump infamously referred to Latino immigrants as “bad hombres,” murderers, and rapists. Since then, numerous candidates have followed his lead. In the 2018 campaign for the Florida governorship, for example, the Republican candidate Ron DeSantis called on voters not to “monkey this up” by voting for the Democratic candidate Andrew Gillum, the African-American mayor of Tallahassee. For social scientists, Trump and DeSantis’s appeals are remarkable because they are so blunt and explicit.
From Progressive Cities to Resilient Cities
Advocates for a Green New Deal forcibly argue that climate action must be racially just and transform institutions that govern social welfare. However, these proposals have focused on cutting carbon emissions and been vague on how the country should adapt to an already changing climate. Early proposals suggest that a Green New Deal for adaptation should emphasize large-scale investments in infrastructure for marginalized communities. But evidence suggests that adaptation infrastructure projects can worsen the well-being of the most vulnerable. For instance, cities tend to prioritize investments for high value real estate or enforce land use and other regulations more stringently on those with less political voice. There also isn’t enough money to protect everyone and every place. Given the prevailing dynamics of urban development, an adaptation moon-shot must go far beyond giving the poor a sea wall or sand dune.
Does Inter-municipal Cooperation Really Reduce Delivery Costs?
Growing skepticism expressed by local governments towards private-sector participation in public service provision has led many local authorities to experiment with new forms of public service delivery. In recent decades, one of the alternatives most frequently adopted has been inter-municipal cooperation (IMC). IMC is seen as a tool that can lower costs by exploiting economies of scale, while maintaining greater government control over production, something that is not readily achievable with privatization. Further benefits of IMCs include the enhanced cross-jurisdictional coordination, service quality and inter-municipal reciprocity. Concerns over stability, equity and universality may also stimulate cooperation.
Old Policies and New Presidents
Our recent Urban Affairs Review article (Stoker and Rich 2019) examined President Obama's urban legacy. We described the distribution of selected place-based urban assistance grants provided by the administration to the fifty largest U.S. cities. That analysis emphasized the complexity and fragility of Obama-era urban policy, which required multiple local mobilizations to win competitive federal grants. Few cities won multiple grants and those that did often had difficulties coordinating projects to create synergistic local initiatives.
Arguing over Transportation Sales Taxes
Voter-approved local option sales tax (LOST) measures for transportation increasingly fill gaps between falling fuel tax revenues and growing transportation investment needs. There are concerns, however, over whether LOSTs are an equitable transportation finance mechanism. Equity is a critical concept in public policy and finance, and debates over resource distribution on fairness grounds are often contentious. Sales taxes are typically regressive—disproportionately burdening low-income residents—and disconnected from transportation system usage.

Sprawl in the Sunbelt
Sarasota County, Florida established a reputation as a leader in smart growth planning with adoption of its Sarasota 2050 plan in 2002. As an alternative to sprawl in the countryside, the plan envisions a new form of development composed of compact villages and open space protections for land beyond the county’s urban growth boundary. In 2003, Sarasota 2050 was recognized with the Charter Award from the Congress for New Urbanism.
Analyzing Urban Politics
Regime theory has dominated the analysis of urban politics since the publication in 1989 of Clarence Stone’s seminal book, Regime Politics: Governing Atlanta, 1946-1988. As with any influential theory, there have been trenchant criticisms, but for years no alternative approach has emerged to challenge its leading position within the field.
Recidivism and Neighborhood Governance
Prisoner re-entry and recidivism pose significant challenges for many of our most economically disadvantaged neighborhoods. Ex-offenders face such disadvantages as weakened family and social relationships, outdated skills, stigma in the labor market, and psychological trauma from prison experience. The social isolation and economic vulnerability that ex-offenders face spills over into their neighborhoods, reinforcing neighborhood poverty and weakening local social institutions. At the same time, neighborhood poverty and other forms of disadvantage create barriers to successful re-entry and make it more likely that an ex-prisoner will re-offend. These findings lead many researchers to conclude that cycles of incarceration and re-entry reinforce neighborhood disadvantage in many communities.
Right Cause, Wrong Method?
There is widespread agreement among educational stakeholders on the urgency of school improvement. Educational actors ranging from policymakers, educators, parents to non-profit organizations and corporations insist that the public school system has failed too many underprivileged children and improving struggling schools is a central challenge in public education.
